The Hawks are leading an investigation after more than a million rounds of ammunition were looted from a container in Durban.
The consignment was allegedly in the control of the police at the time it was looted.
But Police Minister Bheki Cele has denied that the police were in control of the consignment.
He says police had in fact refused to release the container.
The consignment was destined for sale to citizens, security companies, and the authorities.
