They say damaged pipelines are spilling sewage into the Fleurhof Dam.
The community also says police are not dealing with illegal mining and drug dealing in the area.
All main entrances and exits to Ward 7 — which includes Florida, Fleurhof, and Maraisburg — have been closed.
