The City of Cape Town has a staggering 800 communities living in informal settlements.
The Western Cape government says the housing crisis is worsened by beneficiaries breaking the law.
They say some homeowners are selling their RDP homes only to go back to informal settlements.
Human Settlements MEC Tertius Simmers says it’s investigating several cases.
