Purpose
To provide technical expertise and to facilitate NETFA infrastructure renewal as well as infrastructure continual improvement programmes
Key Responsibilities
Productivity
Provide specialist input to SABS Certification on critical manufacturing processes for products to be certified for SABS Mark
Identify and diagnose problems across multiple knowledge areas within the Electrotechnical discipline
Benchmark SABS standards related to Electrotechnical industry against prevailing industry standards and norms
Develop strategies (subject to the guidance and approval of the senior manager as per delegation of authority) for the digitisation and/or automation of NETFA testing and business processes
Implement the project management of the NETFA infrastructure renewal programmes
Conduct statistical monitoring of failure rates
Develop user requirements for technical performance data monitoring at NETFA
Coordinate and publish specialist articles on technical developments and procedures, to inform industry compliance and competitiveness, following the required SABS DoA
Customer/Stakeholder
Provide technical expertise to internal and external stakeholders
Develop and maintain a database of Electrotechnical industry experts and stakeholders as well as a database of knowledge for the SABS
Liaise with international and local stakeholders to assist in the creation/new development of standards within the Electrotechnical industry
Provide progress reports to NETFA senior management as required
Participate and/or chair local and international stakeholder engagements in support of NETFA developments
Represent SABS as NETFA technical specialist at conferences, industry forums, etc. as per authorised organisational plan
Participate in the NETFA technical advisory committee in collaboration with NETFA senior management and industry representatives to develop NETFA infrastructure renewal plans
Growth
Conduct market, technical and analytical research, within the Electrotechnical industry for the NETFA renewal and refurbishment programmes as well as continual best practice implementation
Develop and manage a records database (manual and electronic) relating to regulatory, legal, maintenance and contractual documentation pertaining to all NETFA electrical and test equipment, owned or leased
Develop a digital database of test results, statistical monitoring of failure rates and other factors to inform continuous improvement in testing and system/product conformity
Recommend for approval all technical scope of work documentation for capital and operational procurement at NETFA as assigned
Develop plans to implement energy efficiency systems and programmes into NETFA operations as well as proposals for efficiency concepts for large energy users at other SABS testing sites
Manage the NETFA renewal budget under the guidance and approval of the senior manager as per delegation of authority
Competent and empowered employees
Develop and monitor performance of detailed NETFA infrastructure renewal annual work plans, ensuring required resourcing and progress is maintained
Provide technical training and guidance on interpretation of standards to test officers
Develop technical training programmes in-conjunction with NETFA senior management for the various technical teams
Maintain and manage all records as it relates to technical training and mentoring programmes within NETFA
Respond to requests for information as it relates to technical skills exchange programmes with other laboratories
Conform to all SABS policies, OSHA and related regulations, equipping assigned staff with required training, supervision and tools to safely perform their work
Candidate Requirements
B degree in electrical engineering, within the field of heavy current or high voltage
A post-graduate technology management and/or project management qualification is preferred
Professional engineer registration with the Engineering Council of South Africa or proof of candidate registration is preferred
8 years relevant work experience within the
electrical energy transmission, distribution and/or reticulation environment
Knowledge of the OHSA and related regulations is essential, with experience in maintaining incident and injury free workplace
Relevant IT proficiency (i.e. Microsoft office, MS Projects, LIMS, CAD Systems, etc.)
Must have engineering management experience
Exposure to standardisation and quality systems used in a third-party test laboratory, engineering & construction or manufacturing environment is essential
Proven track record in engineering & development of MV/HV electrical systems, installation, commissioning and optimisation projects
Proven experience with FMEA / MTTF calculations / HAZOP studies and integration of capital equipment into services in electrical reticulation and/or testing operations
Training on ISO / IEC technical, QMS and HSE management systems essential
Experience in manufacturing processes in the power electrical manufacturing industry is advantageous
Experience with digital systems for data analysis and dash boarding is advantageous
Experience in a similar role in a PFMA /MFMA environment is desired
Experience with the implementation and maintenance of ISO17025/9001/14001/18001 in an engineering / testing environment is advantageous
Experience with achieving energy efficiency or related projects is advantageous
