Position Purpose:

The protection/safeguarding of the Port’s physical, intellectual and human assets, as well as client’s (Port Facilities) merchandise on both land and water, against acts of terrorism and criminal activities such as attacks, sabotage, hijackings, theft, harm/danger, losses or damages, by exercising pre-access and access/exit control measures through regular searches, permit and security surveillance or monitoring systems as well as regular patrols and emergency responses in compliance with the International Ship and Port Security (ISPS) code

Position outputs:

Conducting regular vehicle/boat/foot patrols.

Conducting regular searching of vehicles/persons/ bags, parcels, and packages for stolen goods, dangerous weapons, explosives, contraband and detection of unauthorized access.

# Undertake special projects/tasks ( stow-aways, vagrancy, etc.).

# Issue/verify permits, identity documents, and crew/passenger lists.

# Recording of incidents and information relating to cargo vehicles leaving and entering the Port.

# Analyse recorded and stored information

# Conduct joint clean-up operations with Law Enforcement Agencies within the Port in terms of vagrancy, illegal immigrants/stowaways, squatters and unwanted/unauthorized visitors.

# Co-ordinate and operate the security helpdesk/ information call centre.

# Conduct preliminary investigations.

# Alert Control Room for backup/assistance by emergency or law enforcement authorities.

# Respond to and report all Security incidents within the Port boundaries.

# Escort VIP’s (Internal/External) and provide security expertise during special events e.g. Ministerial visits, receiving foreign delegates, Port Festivals, Visiting Military Vessels, etc..

# Inspect and monitor the operational functionality of security systems.

# Direct/provide information to Port users/ visitors/seamen regarding restricted areas and other Port regulations or procedures.

# Safekeeping/storage of recorded information and property.

# Arrest persons responsible for criminal activities, compile written statements and provide verbal/written evidence in a court of law.

# Prepare and present admissible evidence in a disciplinary hearing or court of law.

# Recording/capturing of all security incidents.

# Participate with Law Enforcement Agencies within the Port to curtail all criminal/terrorist activities.

# Secure, cordon-off and preserve crime scenes.

# Pre-access control in assessing reasons for access and the issuing of permits to enter/ screening of casual labour, visitors and other port users.

# Access/exit control of all persons and vehicles entering or leaving the Port by inspecting documents/ permits and conducting searches.

# Prohibit unauthorized activities such as photographing, fishing, etc. in the Port.

# Static and mobile observations/surveillance operations.

# Regulate traffic and crowd control.

# Co-ordinate communication/response of various security units from control room centre.

# Direct and guide private security guards in the execution of their duties.

# Exercise limited authority/access with regard to access control systems (overriding security systems).

# Testing and maintenance of effective communication with Control room, all security posts, Response units and Supervisors.

# Co-ordinate patrols within the Port and Port facilities.

# Relay information regarding change in security situation to Port Facility Security Control Rooms.

# Liaise with Emergency/Law Enforcement Agencies control rooms during security incidents.

# Maintain a maintenance register to include testing and calibration of security equipment; condition and status of lighting and power supplies; condition and status of locks to restricted areas, safes and strong rooms; and condition and status of (perimeter, facility and restricted areas) fencing.

# Maintain feedback register on all security incidents.

# Maintain call-out register and implement call-out procedures.

# Record requests for additional security measures as identified by a Declaration of Security (DOS).

# Record security breaches.

# Maintain key control register and implement key control procedures.

# Monitor the movement of hazardous cargo.

# Ensure emergency procedure details are up to date and relevant.

# Monitor rail and abnormal vehicle movements.

# Monitor inspections of duty security supervisor.

# Liaise with Border Police/SA Navy to monitor waterside security.

# Monitor the implementation of security recommendations to improve security measures.

# Monitor and initiate corrective measures with regard to use of access/egress control systems.

# Preserve, extract, prepare and present evidence acquired through monitoring systems for the purpose of internal and external hearings.

# Provide back-up/assistance to private security guards in the execution of their duties.

# Operating the automatic guiding vehicle at the x-ray scanner site.

# Assist Technician with the maintenance of the dolly at x-ray scanner site.

# Operate baggage scanner at Passenger Terminal.

# The protection of the quayside and waterside area adjacent to the vessel.

# To ensure that all occupational hygiene facilities provided are adequate and maintained in a clean and tidy state at all times.

Qualifications & Experience:

# Grade 12
# Security Official (PSIRA) Course – Grade C (6 weeks)
# Firearm training course (Practical and Theory) (10 days)
# Drivers License (Manual)
# Port Facility Security Personnel (Maritime Security) Course – one week (added advantage)

Experience:

1-3 years of security experience
