Kraaifontein Man Gets 12-Year Sentence for Child Pornography Offenses

Kraaifontein man has been sentenced to 12 years in prison after pleading guilty to multiple charges related to the possession, distribution, and broadcast of child pornography. The case, which drew national and international attention, highlights the growing collaboration between South African law enforcement agencies and international counterparts in tackling online sexual exploitation of children.

The National Prosecuting Authority (NPA) confirmed that 40-year-old Corne van Rooyen, the Kraaifontein man at the center of the case, was arrested in 2024 during a coordinated investigation involving the South African Police Service’s Serial and Electronic Crime Investigations (SECI) unit and the United States Department of Homeland Security. His arrest followed an undercover operation in which Homeland Security agents infiltrated online platforms used for the sharing of child sexual abuse material and successfully traced his digital activities back to him.

The Kraaifontein man was found to be in possession of 453 images and videos depicting the sexual exploitation of minors. These files were recovered from his mobile phones, computers, and other digital storage devices during a search of his home. Authorities described the volume and nature of the content as “disturbing and extensive,” with some of the material involving children as young as four years old.

In court, the Kraaifontein man admitted that he had been using encrypted online platforms to view, download, and disseminate child pornography. He also confessed to participating in live-streamed forums where such material was exchanged and discussed among users across international borders. His online behavior spanned several months and involved sophisticated digital tools to mask his identity, but those efforts ultimately failed when Homeland Security agents tracked his online footprint and alerted South African authorities.

Kraaifontein man convicted for downloading and sharing explicit child content

During the plea and sentencing proceedings, the court heard that the Kraaifontein man’s actions were not only criminal but also indicative of a high degree of premeditation. According to NPA spokesperson Eric Ntabazalila, the severity of the charges and the nature of the content justified the court’s decision to hand down a cumulative sentence of 49 years in prison across 10 separate counts. However, due to legal provisions allowing concurrent sentencing, Van Rooyen will serve 12 years of direct imprisonment.

As part of his sentencing, the Kraaifontein man will have his name added to South Africa’s National Register for Sex Offenders. This registry is designed to monitor individuals convicted of sexual offenses against children and people with mental disabilities, restricting their access to employment or volunteer work involving vulnerable groups.

The court also found the Kraaifontein man guilty of unrelated offenses discovered during the course of the investigation. These included the illegal possession of two unlicensed firearms and various calibres of ammunition. In addition, several exotic animals, including snakes—three of which were being kept without the necessary permits—were found on his property. This led to an additional charge of cruelty to animals, for which he received a separate sentence, also to run concurrently.

Law enforcement officials have hailed the outcome of the case as a victory in the ongoing fight against child pornography and cybercrime. They emphasized the importance of international cooperation in identifying and apprehending individuals involved in these networks, particularly as more predators use encrypted technology to evade detection.

The case of the Kraaifontein man serves as a sobering reminder of the presence of child exploitation crimes within local communities and the significant harm they cause to victims. The National Prosecuting Authority has urged the public to remain vigilant and report any suspicious online activity to the authorities.

Van Rooyen’s sentencing marks one of the more significant child pornography convictions in the Western Cape in recent years, both in terms of sentence length and the international scope of the investigation that led to his arrest. As the fight against digital child exploitation intensifies, authorities continue to work across borders to dismantle online networks and bring perpetrators to justice.
