July riots: Khehla Sitole says SAPS were overstretched

National Police Commissioner Khehla Sitole says the SAPS could have done more during the July riots.

He was testifying at the Human Rights Commission’s inquiry into the eight days in July.

Sitole says the police were overstretched and they couldn’t be everywhere all the time.

“Communication was another area of discrepancy that needed to be improved on but it’s not necessarily the main cause of putting limitations on our response,” he said.

“I think the main cause was a shortage of capacity, we did not have enough capacity to respond but the other main cause was the nature of the modus operandi. SAPS was overstretched in such a manner that the current establishment could not be everywhere in time.”
