The controversial Estina dairy farm project will take centre stage at the State Capture Inquiry on Monday.
The commission previously heard how the project, meant to empower emerging black farmers, was instead used to channel more than R200-million to a Gupta-linked company.
A culture of fear prevails after one beneficiary was murdered, allegedly for being vocal about irregularities in the failed scheme.
Agricultural economist Andreas Maree is expected to continue with his testimony.
