The City of Johannesburg will only cut off customers whose unpaid bills are not in dispute.
Johannesburg Mayor Mpho Phalatse says she inherited a huge billing crisis when she took office.
The city is on a mission to collect the R38-billion it’s owed by residents, businesses, and the government.
