Masuku has rubbished the report saying the SIU is being used to play politics.
Gauteng Premier David Makhura says the former MEC failed to execute his functions in compliance with the Constitution.
Masuku says he will challenge the SIU report.
SIU spokesperson, Kaizer Kganyago says the recommendations in the report are based on evidence at hand.
