The demonstration saw a large group of taxi drivers gathering at the Cape Town taxi rank, using their minibus taxis to block the entrance to the station deck. The protest was triggered by a viral video showing a traffic officer placing a handcuffed taxi driver in a chokehold on the N2 inbound near Langa earlier in the morning.

Later in the day, a second video emerged, showing a different taxi driver being forcibly restrained by City of Cape Town traffic officers on the N2 outbound, further fueling tensions within the taxi industry.

SANTACO Western Cape has expressed deep concern over what it describes as excessive force by City of Cape Town traffic officers when dealing with minibus taxi drivers.

SANTACO provincial spokesperson, Makhosandile Tumana, emphasized that while taxi drivers must obey the law, law enforcement officers must also avoid brutality and unnecessary aggression when making arrests or issuing fines.

“We are not supporting our drivers to break the law of South Africa. Everyone in South Africa is bound by the law of this country,” said Tumana.

Despite the organization’s concerns, Tumana urged taxi drivers to remain calm and not allow the situation to escalate into further violence or disruptions.

Tensions Between Taxi Industry and Law Enforcement

The taxi industry has often had a tense relationship with law enforcement authorities, particularly in the Western Cape, where incidents involving traffic fines, impounded taxis, and police altercations have frequently sparked protests and even violent confrontations.

Taxi operators argue that they face unfair treatment from traffic officers, who they claim are targeting minibus taxis more aggressively than other vehicles.

On the other hand, City of Cape Town officials insist that strict enforcement is necessary due to rampant lawlessness within the taxi industry, including reckless driving, overloading, and non-compliance with road regulations.

In response to the latest controversy, City of Cape Town officials have defended the actions of traffic officers, stating that they were carrying out their duties within the law.

City authorities maintain that taxi drivers often resist arrest and refuse to comply with traffic laws, leading to forceful interventions when necessary.

A spokesperson for the City’s traffic department explained:
“Traffic officers are responsible for ensuring safety on our roads. Unfortunately, some drivers engage in reckless behavior and refuse to follow the law, putting commuters and pedestrians at risk.”

Call for Dialogue and De-Escalation

With tensions rising between taxi drivers and law enforcement, calls for dialogue and peaceful resolutions have grown louder.

SANTACO has urged city officials, law enforcement agencies, and taxi industry leaders to engage in constructive discussions to prevent further conflict.

“We are calling for restraint from our members and for fairness from law enforcement. We must ensure that this situation does not spiral out of control into unnecessary chaos,” said Tumana.

Community members and commuters—who often bear the brunt of taxi-related disputes—have also appealed for a peaceful resolution.

One commuter at the taxi rank stated:

“We understand that taxi drivers are frustrated, but blocking roads and protesting will only make things harder for the public. We just want a safe and reliable transport system.”
