Gauteng Economic Development MEC Lebogang Maile has revealed that thousands of spaza shops in the province are operating without meeting legal requirements.
This comes after the official registration deadline for spaza shops passed on Friday, marking the end of the government’s three-month compliance drive aimed at regulating the informal business sector.
Thousands of Applications Received
Maile confirmed that a total of 17,617 applications for spaza shop registrations were received across Gauteng.
Among these, the highest number of applications came from Ekurhuleni, a city known for its large number of informal traders and township businesses.
He further disclosed that 7,107 of the applicants were foreign nationals, reflecting the significant presence of migrant entrepreneurs in Gauteng’s informal business sector.
Approval Process and Compliance Inspections
Maile emphasized that approval of applications is not automatic but follows a thorough verification and inspection process.
“The approval process is extensive and is preceded by the inspection of business premises as well as verification of documentation,” Maile stated.
This means that authorities will assess whether each spaza shop meets health and safety regulations, has the correct documentation, and is operating legally before granting official registration.
The Crackdown on Non-Compliant Spaza Shops
The registration initiative was launched as a response to public health concerns, particularly after foodborne illnesses led to the tragic deaths of 21 children in 2024.
Authorities have tightened regulations to ensure that all food-handling businesses, including spaza shops and tuck shops, comply with strict health and safety standards.
With the registration deadline now passed, businesses that failed to register or meet legal requirements will face penalties, potential closures, or legal action.
Massive Rush Before the Deadline
In the days leading up to the deadline, there was a last-minute rush as hundreds of spaza shop owners in Soweto and other townships lined up at registration centers to submit their applications.
Many traders expressed concerns about the process, with some struggling to provide all the required documentation in time.
No More Extensions
Despite several deadline extensions in previous months, Maile has made it clear that no further extensions will be granted.
The government is now focused on verifying applications and taking action against non-compliant businesses.
For those whose applications are still pending approval, municipalities will issue temporary permits to allow them to continue operating while awaiting the outcome of their inspections.
Impact on Township Economies
The spaza shop sector plays a critical role in township economies, providing jobs, essential goods, and services to communities.
However, the lack of regulation has led to concerns about food safety, tax compliance, and unfair competition between local traders and foreign-owned businesses.
With the new registration system, the government aims to create a more structured and regulated trading environment that benefits both shop owners and consumers.
What’s Next for Spaza Shop Owners?
Spaza shop owners who missed the deadline now risk fines and potential business shutdowns.
Authorities will soon begin targeted inspections to identify and penalize unregistered or non-compliant businesses.
Shop owners who are still awaiting approval will need to ensure their businesses meet health and safety standards while they wait for official registration.
Conclusion
The registration drive for spaza shops in Gauteng marks a major step towards formalizing the informal business sector.
With thousands of applications received and strict compliance measures in place, the government is sending a clear message that non-compliant businesses will no longer be tolerated.
As inspections and approvals continue, the future of township spaza shops will depend on their ability to meet legal and health standards, ensuring safer and more sustainable businesses for both traders and consumers.
