President Vladimir Putin honours India’s Modi with highest Russian award

Russian President Vladimir Putin presented on Tuesday the highest Russian award to Indian Prime Minister Narendra Modi during a ceremony in Kremlin. Putin signed the decree honoring Modi with the Order of St. Andrew in 2019. Modi is in Moscow on an official visit which is the 22nd Russian-Indian summit. The two leaders during their talks discussed a range of issues, including bilateral relations and what Russia describes as its “special military operation” or alternatively as “conflict in Ukraine”.

Speaking after missile attack on children’s hospital in Kyiv, blamed on Russian forces, Indian PM told his Russian host that the “heart bleeds” when children are killed in war, conflict or a terrorist attack. Russia rejects accusations of deliberately striking the hospital and says it was Ukrainian anti-missile which hit the facility.

Indian media, including The Hindu, reported that Modi asked Putin to release from service the dozens of Indian nationals recruited by the Russian military to fight in Ukraine. Modi is said to raise the issue with Putin during their informal meeting on Monday (July 8).
