Tshwane Mayor Nasiphi Moya has made combating corruption a top priority as her administration works to improve governance and transparency within the municipality. In an effort to restore public trust and address ongoing concerns, Moya has pledged to take decisive action against employees found guilty of misconduct.
Moya’s firm stance comes after repeated concerns raised by the auditor-general regarding poor governance practices and inadequate consequence management within the city. These concerns have been a significant factor in the municipality’s struggle to improve its audit outcomes and financial stability.
Increased Oversight and Accountability
To address these governance issues, Moya’s administration has ramped up investigations into allegations of misconduct among municipal employees. Speaking during a media briefing on Tuesday, Moya shared an update on her administration’s progress since she assumed office in October 2024.
“Of the 180 forensic investigations that have been concluded, they have resulted in the following: 129 cases where disciplinary action is recommended against employees, 39 cases referred for criminal prosecution, and 48 cases identified for financial recoveries,” Moya explained.
The city’s increased oversight aims to ensure that corruption and other unethical practices are identified and dealt with swiftly.
Moya added that improving oversight processes is critical in preventing corruption and ensuring that no wrongdoing goes unnoticed.
Disciplinary Action and Criminal Prosecutions
Among the findings of the forensic investigations, at least 70 senior officials are facing disciplinary action for financial misconduct. The nature of the allegations against these officials includes mismanagement of public funds, irregular procurement processes, and abuse of power.
Moya emphasized the importance of holding employees accountable for their actions, stating, “When the wrong has been done, we’re not going to look away from it.”
In addition to internal disciplinary actions, 39 cases have been referred for criminal prosecution. These cases are being handled by law enforcement agencies to ensure that justice is served and any stolen or misappropriated public funds are recovered.
Financial Stability Through Governance Improvements
Mayor Moya highlighted that achieving financial stability in Tshwane goes beyond simply focusing on revenue collection and debt management. Improving the city’s governance practices and audit outcomes is just as crucial to ensuring the municipality remains financially sound.
Moya’s administration has prioritized strengthening internal controls, improving compliance with procurement regulations, and addressing inefficiencies in service delivery. By doing so, she hopes to create a more transparent and accountable administration that will improve the city’s financial health in the long term.
Tshwane Metropolitan Police Department Among the Worst Offenders
Moya also revealed that the Tshwane Metropolitan Police Department (TMPD) is one of the departments with the highest levels of misconduct. Several TMPD officers have already been dismissed for bribery and other unethical behavior.
Corruption within law enforcement agencies poses a significant threat to public safety and trust. Moya acknowledged the gravity of the issue and emphasized that rooting out corruption within the TMPD is a key part of her administration’s cleanup efforts.
Public Support and Calls for Accountability
Moya’s anti-corruption efforts have been well-received by many Tshwane residents and stakeholders who have long called for stronger action against municipal misconduct. However, there are also calls for the administration to ensure that investigations and disciplinary actions are conducted fairly and transparently.
By holding employees accountable and improving governance practices, Moya hopes to build a more transparent and trustworthy administration that will serve the needs of Tshwane residents more effectively.
Looking Ahead
As Mayor Nasiphi Moya continues her efforts to combat corruption and improve governance, Tshwane residents will be watching closely to see if her administration can deliver on its promises. With increased oversight, stricter accountability measures, and ongoing investigations, the city is taking significant steps toward creating a more transparent and well-managed municipality.
Moya’s determination to clean up Tshwane’s administration signals a new chapter for the city, one that prioritizes integrity, accountability, and responsible governance for the benefit of all its residents.
