Jacob Mamabolo said the high number of positions in which people are operating in an acting capacity, is unacceptable, especially at a senior management level.

Approximately 78 vacancies were registered between April and September of this year. 24 of the vacancies are for senior management positions.

The long-standing vacancies are the result of resignations, ongoing disciplinary measures and delays in filling posts.

Acting allowances have cost the department over R3-million in the past six months.
