AA says no capacity to implement system

The Automobile Association believes South Africa doesn’t have the capacity to implement the driver’s licence points demerit system.

It says the Administrative Adjudication of Road Traffic Offences Act (Aarto) should be repealed.

The system is expected to be implemented in July next year.

Spokesperson Layton Beard is questioning whether the manpower exists to implement it.

“Do we have the manpower to roll that out in SA, the court system to deal with it?”

“We are not against the points demerit system, it’s about the implementation,” Beard said.

“The traffic law enforcement review committee made a recommendation that we need double the amount of traffic law enforcement officers than we currently have… We can have a system that looks good on paper but who is going to implement it?”
