Human Resources Management
Guide and manage the overall provision of Human Resources services.
Develop, review and implement HR policies, procedures and processes.
Overall talent management strategy and implementation including workforce planning, recruiting, interviewing, hiring, training and development; performance management
, management development, and succession planning

Plan and conduct new employee onboarding to foster positive attitude toward the Council’s goals.
Administer performance review program to ensure effectiveness, compliance and equity within the Council.
Organisation development, change management initiatives, and company-wide culture.
Oversee employment law and associated legal compliance.
Demonstrated proficiency in policy development, documentation, training, and implementation.
Develop and maintain a human resources system that meets the HR information requirements.
Staff compensation and benefits management.
Payroll Management.
Manage employee records of benefits plans participation such as insurance, medical, pension plan, personnel transactions such as hires, promotions, transfers, performance reviews, and terminations, and employee statistics for reporting.
Participate in salary survey and benchmarking to develop and maintain a competitive remuneration strategy.
Oversee and manage employee-relations issues, supporting formal disciplinary and grievance processes while simultaneously coaching the relevant line managers on management best practices
.
Manage external service providers such recruitment agencies, training institutions, insurance companies, medical aid schemes etc.
Analyse the effectiveness of all human resources processes to determine alignment to the Council’s strategic objectives.
Collect and analyse employee data using surveys to measure employee satisfaction and develop talent retention strategies.
Manage employee exits processes and related documentation, and conducts exit interviews.
Prepare reports and recommends procedures to reduce absenteeism and turnover.
HR Risk assessment and management.
Prepare budget of human resources operations.
Oversee employee health and safety.
Administrative Tasks & Special Projects
Ensure that agendas and minutes are prepared for all formal standing and special meetings.
Manage and coordinate specific projects as identified from time to time.
Information and Communication Tasks & Projects
Standing formal communiqués to and from the Industry as required from time to time.
Specific communiqués as requested or identified from time to time.

Candidate Requirements
At least 5 years practical experience in human resources management, project management and must be attuned to decision making and using discretion when necessary.
Knowledge and experience in HR practices and labour legislation.
Proven track record of executing organisational human resource service delivery models and successful management of the performance management lifecycle at organisational level.
Proven track record of managing strategic people centric priorities and human resource development interventions.
Solid experience in employee engagement practices, employee relations and organisational design practices.
Ability to lead and successfully implement projects ensuring effective monitoring, evaluation and close out.
Strong administrative aptitude, must have a propensity and ability to manage approximately 80 employees properly and successfully.
Ability to align and clarify priorities and goals in the incumbent’s functional area.
Ability to manage and perform in accordance with fixed and standing administrative requirements and processes.
Ability to manage and promote general and special communication projects internally and between Council stakeholders, SAFI, SETA and the Industry.
Must have a good and proper understanding of Afrikaans to the extent that the incumbent can at least understand and respond or have a conversation with specific employers/employees and Parties in the Industry.
Ability to compile required, standard and/or necessary Industry circulars and other formal communiqués to the Industry.
Ability to compile formal appropriate, proper and presentable reports for the Council and any other stakeholder in the incumbent’s scope of work.
Ability to work across functions with peers in other areas to ensure collaboration for shared goals, strategy development and execution planning.
Must have proper managerial skills to support the other executive managers and must provide guidance to first-line managers and employees.
Exceptional interaction abilities with senior management, communicate goal results and participate in goal-level creation for the broader function and ensure these goals cascade to all Council staff.
