Millions unspent by Free State municipalities
Free State municipalities are on the brink of losing nearly R800m meant to provide services.
Mangaung alone accounts for R500m of it.
The money hasn’t been spent, despite backlogs in the provision of water and sanitation services.
Some Free State residents are still subject to the bucket system.
