Tshwane defends fine for cabbage planter

The City of Tshwane has defended its decision to fine a man who grew crops on municipal land outside his house.

Joe Nkuna, a homeowner from Theresa Park, was fined R1,500 for allegedly breaking the city’s by-laws.

This has caused outrage on social media, with people lambasting the city.

But the City of Tshwane says there’s been a misunderstanding.

It says the problem is that Nkuna boasted on Facebook about grabbing a piece of land — illegally — and then planting mielies on it.

Nkuna and the City of Tshwane have confirmed they are in talks and are hoping they can settle this matter out of court.
