Mogale City says it never promised to hand over vacant land to the community of Swaneville in Krugersdorp.
The community is protested on Monday demanding they be allowed to move into the area.
Earlier police fired rubber bullets to disperse disgruntled crowds.
The City says it has plans to develop the land.
