Civil society organization Unite Behind is taking the National Prosecuting Authority to court.
This is a bid to force it to prosecute those responsible for looting at Prasa.
The NPA and the Hawks are accused of sitting on explosive evidence.
Briefing the media on Thursday, Unite Behind, the Ahmed Kathrada Foundation, and Defend Our Democracy called on the criminal justice system to recover billions of rand allegedly stolen from the rail company.
On Friday, the Supreme Court of Appeal will hear an application by Siyangena Technologies against a high court ruling that set aside its controversial R4.5-billion contract with Prasa in 2020.
