
It has been 25 years since the Constitution of the Republic of South Africa has been signed into law, and people are still suffering.
The chairperson of the South African Human Rights Commission, professor Bongani Majola says this is evident in the lack of service delivery and failure by government to take care of the poor.
Majola says corruption has also played a role in the failure of municipalities. He said, “the problem is that these rights have not all been fulfilled by the government and the people of South Africa.
“On a daily basis, you see people in the streets protesting servicing delivery because they have no access to houses. Informal settlements increase, the shortage of water or alternatively the sewage going down the streets.
The rich can afford but the poor are the ones that are subjected to all these indignities that we see because of the failure of government to actually fulfill its promises. Government also allowed corruption to creep in and it has compromised government structures.
On 10 December 1996, Former President, Nelson Mandela, signed the Constitution of the Republic of South Africa into law in Sharpeville, Gauteng.

Municipalities are not functioning. So the rights of people at a local level are not being catered for
