President Cyril Ramaphosa says he is deeply saddened by the death of three sailors who died in Kommetjie in the Western Cape.
Their names were released on Thursday.
The deceased includes the first female in Africa, to navigate a submarine.
Lieutenant Commander Gillian Hector was part of the crew that was washed off a Navy vessel on Wednesday.
Master Warrant Officer William Mathipa and Warrant Officer Mmokwapa Mojela were also killed.
An inquiry into the training exercise has begun.
The mariners were en route to Cape Town, transferring the SAS Manthatisi from a helicopter when high seas swept away seven crew members.
Other crew members, including a senior officer, remain in critical condition in hospital.
