The Flight Release Officer is the means by which an operator authorises a flight to depart and represents – for a co-authority dispatch system, agreement between the PIC and the FOO that the flight has been planned and is being released for flight in accordance with the provisions of the operations manual;
and
for pilot self-dispatch, that the PIC is satisfied that the flight is safe for departure in accordance with the provisions of the operations manual.
2. Knowledge, Skills and Experience
2.1 The minimum education requirement is a Grade 12 certificate or equivalent.
2.2 Private Pilot’s License (PPL) will be an advantage and previous aviation experience will be an advantage.
2.3 Strong interpersonal skills, ability to stay focused during any irregular operation, written communication, administration and computer skills are minimum requirements for the incumbent.
2.4 Must be able to work in a high pressure environment as part of a team.
2.5 Have a broad understanding of CATS/CARS, AIP/AIC and the S A Airlink Operations Manual.
2.6 Knowledge of the DCS, CM and FM systems.
2.7 Must be proficient in English for purposes of radio communication.
2.8 Must be in position of a valid radio license (VHF).
2.9 Will attend training as and when required to do so.
3. Accountabilities
3.1 Obtaining and analysing the weather for the route and any destination or alternate aerodromes, including the determination of any adverse weather that may affect the safety of the flight.
3.2 Responsible for the OHS in their area of responsibility and accountability reporting into this role.
3.3 Accountable for the management of safety risks and security threats to aircraft operations.
4. Responsibilities
4.1 Obtaining and analysing the weather for the route and any destination or alternate aerodromes, including the determination of any adverse weather that may affect the safety of the flight.
4.2 Obtaining NOTAM information relevant to the flight and determining any effects on the proposed flight(s).
4.3 Determining the mass and balance for the flight.
4.4 Preparing the operational flight plan (OFP) as specified in regulation 121.04.5, with emphasis on fuel requirements and navigational data.
4.5 Preparing and submitting the ATC flight plan.
4.6 Determining the maintenance status of the aircraft, in particular the effects of any unserviceabilities on the proposed route (ETOPS, RVSM, PBN/RNP, RNAV, etc).
4.7 Determining that the crew is qualified for the area, route and/or aerodromes.
4.8 Preparing the passenger and crew manifest.
4.9 Determining the suitability and availability of all destination or alternate aerodromes, including ensuring aircraft performance and aerodrome operating minima criteria are met for each.
4.10 Produce Daily Delay Operational Summary Report.
4.11 File after flight documentation as per SACAA Regulations.
4.12 Fuel capturing.
4.13 Cargo offers.
4.14 Responsibilities must be carried out in accordance with Company Standards as laid out in the manuals of procedure, and Occupational Health and Safety Standards.
4.15 Will assist with any additional tasks within the context of the job description.
