The National Assembly has adopted the Electoral Amendment Bill.
Once signed by President Cyril Ramphosa, the amendment will allow independent candidates to stand in the 2024 national and provincial elections.
Without an approved bill, the commission had started preparing for the national elections in accordance with the draft bill.
The approval means the commission can continue its preparations with some degree of certainty.
The commission says over 220,000 South Africans have registered to vote since the launch of the national campaign on Monday.
